Eastern Europe assignments

The Science Park has undertaken a number of major contracts in Russia to assist the country to develop an appropriate form of Science Park to capitalise on its wealth of technological and scientific expertise. Project Manager for the EBRD / TACIS funded project: "CIS: Training of Technopark Managers and Trainers" 1993-1995, approx. 0.9 MECU. The primary goal was to train the management teams of four Russian Technoparks in the techniques of creating a support environment for innovation led small businesses. However, in addition, the project contained a significant element of direct training of innovation entrepreneurs and also involved assisting Russian SMEs to transfer technology to European markets.

Project Manager for the EBRD / TACIS funded project: "CIS: Training of Technopark Managers and Trainers - Phase II" 1995-1997, approx. 0.8 MECU. In this second phase a further four Technoparks were assisted and in addition two further outputs were achieved:

  • The development of four modules of Russian language entrepreneur training based on the most effective training material developed over the two phases of the programme. This material was then successfully transferred to the Russian organisation International Business Technology Incubator (IBTI) for further use in training innovation entrepreneurs.
  • The development of a methodology to identify potentially transferable technology from Russia to the West to reduce the current high failure rate of projects of this type. This knowledge was transferred to the trained Technopark management teams.

Project Manager for the Know How Fund / TACIS BISTRO project: "Assistance to Russian Technoparks" 1996 - 1998 approx. 0.25 MECU. Unlike the previous two projects which sought to develop the management teams of four of the most advanced Technoparks in Russia, this project was targeted at projects still in the inception or planning stage. The objective was to assist the promoters and managers to develop their ideas, strategy and plans for a workable and effective Technopark in the Russian context. Six projects were assisted of which four are now launched, including two at Science Cities, and are performing well and a fifth is expected to launch this year. In addition the contractor worked with many agencies to help stimulate relevant Russian structures into improving the support to Technoparks. There was some success also in this area. We were given to understand that the Know How Fund and Bistro in Moscow were impressed with the outcomes of this project.
